How to Fix It

Enable Wi-Fi on the GoPro.
Swipe down on the GoPro touch screen → tap the Wi-Fi icon. The GoPro's network name (GOPRO-XXXX) should now be visible on your phone.

Go to your phone's Wi-Fi settings and select the GOPRO-XXXX network. The password is shown in GoPro Preferences → Connections → Camera Info.
