How to Fix It

Clean the latch mechanism.

Use a dry cloth or old toothbrush to remove dirt and grit from inside the latch housing and the stem slot. Grit is the most common cause of a stuck latch. Do not use water — moisture in the latch can accelerate corrosion.
Apply bicycle grease or light oil.

Apply a small amount of bicycle chain grease or lithium grease to the latch lever pivot and the latch hook. Do not use WD-40 as a long-term lubricant — it attracts dust and will make the problem worse over time. Work the latch open and closed several times to distribute the grease.
Check and adjust the latch hook bolt.

The latch hook position is adjusted by a bolt inside the latch housing (requires a hex key, usually 3mm or 4mm). If the latch won't catch, the hook may be too low — tighten the bolt slightly to raise the hook. If the latch is too stiff to close, the hook is too high — loosen slightly.
Test the latch under load.

After adjustment, fold the scooter and apply downward pressure to the handlebar to simulate riding. The latch should hold firmly without releasing. If the latch releases under pressure, the hook needs to be raised further.
