Make sure all consoles have the same system software version. Go to System Settings > System > System Update on each Switch. Consoles on different firmware versions cannot always connect to each other.

Check that Airplane mode is off. Go to System Settings > Airplane Mode on each console. Make sure it is set to Off on all Switches participating in local play.
