Possibly. Check the BTU rating of the unit against the room size. A 8,000 BTU unit cannot cool a large open-plan room. Also verify the exhaust hose is fully outside and the room is sealed.

Clean the filter thoroughly — a full year of use results in heavy build-up. Also clean the condenser fins at the rear with compressed air. If both are clean and cooling is still poor, refrigerant loss over winter may have occurred.
