The Oura Ring 3 uses a Micro-USB cable, which is a very fragile connector type prone to internal wire breaks. Ring 4 uses a proprietary USB-C charger. In both cases, swap the cable first — it is the most common point of failure.

Inspect the cradle pins for debris, lint, or corrosion — clean with a dry toothbrush or compressed air.
Fine debris and bathroom dust collect inside the cradle over time and can prevent the pins from making contact with the ring. Compressed air blown into the cradle socket is very effective.

Try a different USB wall adapter rated at 5V/1A or higher.
USB adapters vary in quality. A low-power adapter (such as one from an old phone or a cheap travel adapter) may not reliably power the cradle. Use a quality adapter from a reputable brand.

Try a USB port directly on your computer or laptop instead of a hub or extension.
USB hubs and some extension cables add resistance and reduce available current, which can be enough to prevent charging.

The ring's charging contacts are on the inner surface. Soap, lotion, or mineral deposits from water can coat these points. Clean gently with a cotton swab slightly dampened with water, then dry thoroughly.
