Open Discord Settings (gear icon at the bottom left) > Game Overlay. Make sure 'Enable in-game overlay' is turned ON.
The overlay is sometimes off by default. This is the first thing to check.

While still in the overlay settings, scroll down to find the game in the list and make sure the overlay is enabled for that specific game.
Discord has both a global overlay switch and per-game switches. Both must be enabled.

Run Discord as administrator. Right-click the Discord shortcut > Properties > Compatibility > check 'Run this program as an administrator'.
If the game runs as admin and Discord doesn't, Discord can't inject the overlay into the game process.
