What Does This Error Mean?

Your Outlook rules are not automatically sorting or moving your emails. This usually happens because the rules are corrupted, conflicting with each other, or have hit Outlook's size limit. Fixing or recreating the rules usually solves the problem.

How to Fix It

  1. Check that Outlook is online and connected. Look at the bottom bar — if it says 'Working Offline', click Send/Receive > Work Offline to reconnect. Rules cannot run when offline.

    Server-side rules only run when Outlook is connected to the mail server.

  2. Run your rules manually to test them. Go to Home > Rules > Manage Rules and Alerts. Select a rule and click 'Run Rules Now'. If it works manually, it is a timing or trigger issue.

    This confirms the rule itself is valid — the problem is when it triggers automatically.

  3. Check for conflicting rules. Go to Home > Rules > Manage Rules and Alerts. Look for rules that may contradict each other, such as 'move to folder A' and 'move to folder B' for the same email. Delete or reorder them.

    Rules run in order from top to bottom. An early rule can stop later rules from running.

  4. Delete and recreate the broken rule. In Manage Rules and Alerts, delete the rule that is not working. Then create it again from scratch using the rule wizard.

    Corrupted rules cannot be repaired — recreating them is the fastest fix.

  5. Reset all Outlook rules if many are broken. Close Outlook. Open Command Prompt and run: outlook.exe /cleanrules. This deletes all rules so you can start fresh.

    Warning: this deletes ALL rules. Write them down before doing this so you can recreate them.

If your email is managed by a company Exchange server, some rules may be controlled at the server level. Contact your IT helpdesk if you cannot edit or run rules on a work email account.
