The outdoor PCB has large capacitors that need to discharge.

Walk around to the outdoor unit.
Look through the grill at the fan.
It should be clear of leaves, debris, snow, anything wrapped around the blade.

Spin the fan by hand.
With the breaker off, reach a finger or a stick through the grill and turn the fan blade.
It should rotate freely.
If it grinds, sticks, or won't move, the motor bearings are gone.
