International 'DEF Quality Poor' means the NOx sensor sees nitrogen oxides downstream of SCR that shouldn't be there if the DEF were good.
Either: DEF is contaminated (water in tank, expired DEF, wrong fluid), or the NOx/quality sensor itself is malfunctioning.
Drain the DEF tank, refill with fresh DEF from a sealed jug, and run for 10 miles to clear the warning if fluid was the issue.

How to Fix It

Check what's in the DEF tank.
Smell at the filler — fresh DEF has a faint ammonia smell.
Look at the color — should be clear, slightly yellowish.

Most International DEF tanks have a drain plug.
Drain into a catch container.
Refill with sealed jug fresh DEF (API-certified).
Don't use bulk DEF from suspicious sources. -
Run for 10-50 miles.
Fresh DEF takes time to flush through the system.
Drive 10-50 miles in mixed conditions (highway + idle).
