E3 on a Horizon treadmill means the console can't talk to the motor controller board (MCB) — the data cable between the two boards either has a broken connection or the controller isn't responding.
The console powers on, but pressing Start does nothing because the order can't reach the motor side.
The usual culprits are a loose data ribbon cable at the console end, a damaged cable inside the upright frame, or a controller board that isn't powering up.

How to Fix It

Power-cycle the treadmill.
Switch the on/off rocker off, unplug the mains for a full minute, plug back in, switch on.
This clears a one-off communication glitch.
If E3 was triggered by a power surge or a brownout, a clean power cycle is sometimes all it needs. -
Reseat the data cable at the console.
Unplug the mains.
Remove the screws holding the console to the upright tube (usually two to four Phillips or Allen screws on the back).
Tilt the console forward gently — there's a single multi-pin data cable running into the back; push that connector firmly into its socket.
This single step fixes a large share of E3 cases on folding treadmills. -
Reseat the data cable at the motor controller.
Still with the mains unplugged, open the motor cover at the front of the deck.
The data cable from the upright drops into the motor controller board — the multi-pin connector marked CN1, CN2, or 'CONSOLE'.
Push it home firmly.
Look for any damage where the cable enters the upright; pinched insulation here is common on folding treadmills. -
Check the cable for damage inside the upright.
On folding Horizon treadmills, the data cable runs from the console down through the upright tube and exits near the deck hinge.
Many years of folding can pinch or crack the cable at the fold point.
Lay the treadmill flat (not folded), wiggle the cable along its length, and see if you can feel any flat spots or breaks.

Check the motor controller is powered.
After plugging back in, watch the motor controller board for a small status LED — it should be lit or blinking.
