Balboa shows ICL (Insufficient Circulation/Low) or LF (Low Flow) when the flow sensor sees too little water passing the heater.
Fewer pumps running, dirty filter, partially closed valve — any restriction triggers it.
Clean or replace filters, confirm slice valves are open, check for clogged plumbing.
Most ICL/LF clears with a clean filter and a good rinse of the suction grates.

Common Causes
- Filter cartridge clogged or saturated

How to Fix It

Check the filter.
Pull the filter cartridge.
Hose it from top to bottom against the pleat direction.
Heavy mineral or oil buildup needs cartridge replacement.
A new filter often clears LF/ICL on its own. -
Open every slice valve.
Open the equipment cover.
Slice valves (PVC handles, often labelled or coloured) need to be fully OPEN — handle vertical or aligned with pipe flow direction.
A partially closed valve restricts flow enough to trigger ICL. -
Clear the suction grates.
Inside the spa, the suction covers (large round screens at the foot well or seat) collect hair and debris.
Some unscrew; some pop off.
Clean them while you have the filter out. -
Power-cycle to clear the latch.
Switch off the spa breaker for 30 seconds, then back on.
Some Balboa boards latch ICL until power is reset.
Watch the display as the spa primes — flow normalises within 1-2 minutes if the cause was cleared. -
If error persists, suspect the flow sensor.
Modern Balboa systems use a flow puck/sensor inline with the heater.
If everything else checks out, the sensor itself can fail.
