What Does This Error Mean?

Icom channel locked means the channel you're trying to access is restricted by the current tag list configuration.
Tag lists let you group favorite channels, but they can lock you out of others if set up wrong.
Either disable the tag scan and select All Channels mode, or rebuild the tag list to include the channel you want.
Settings → Channel/CH → All Channels.

How to Fix It

  1. Switch to All Channels mode.

    On most Icom VHFs: Menu → Set → Channel → ALL.
    This enables every channel for the selected region (USA, International, Canada).
    Tag-list mode (TAG) restricts to favorites only.

  2. Verify region setting.

    Some channels are USA-only, some INT-only.
    Set region to match your waters: Menu → Set → Channel → Region → USA / INT / CAN.
    Wrong region hides legitimate channels.

  3. Add channel to tag list if you want it in scans.

    If you actually want this channel scanned with your favorites, add it: Menu → Tag → Tag CH → press the channel number → confirm.
    Now it joins the tag scan list.

  4. Clear the tag list and rebuild.

    If lots of channels seem locked, your tag list got corrupted.
    Menu → Tag → Clear Tag → confirm.
    Then re-add channels you want to scan.
    16 (distress), 9 (calling), 13 (bridges), 22A (Coast Guard) are typical priorities.

  5. Factory reset if menu options don't help.

    Hold a specific button combination during power-on (varies by model — check manual).
    This restores defaults including tag lists.
    Re-program MMSI after reset (you only get one MMSI programming on most Icom VHFs).

Frequently Asked Questions

Why are some channels labeled 'A' (like 22A)?

USA channels with 'A' suffix are simplex (single-frequency) versions used in US waters.
The international duplex version uses two frequencies but isn't allowed in the USA.
