The alarm can still detect intrusions and sound the local siren with FC active. However, the monitoring centre will not receive alerts, so police will not be dispatched automatically during an event.

Yes. If the panel uses an IP communicator, a new router IP address, VLAN settings, or changed port forwarding rules can prevent the panel from reaching the monitoring centre. Your installer may need to update the IP communicator settings.
