Casting to a Hisense TV fails almost always because the phone and TV are on different Wi-Fi networks, or the TV's casting feature is disabled.     After a factory reset or firmware update, Google Cast sometimes defaults to disabled. Re-enabling it makes the TV discoverable.

  3. Disable any VPN on the phone before casting.

    A VPN makes the phone appear to be on a different network. Casting discovery fails because the TV cannot see the phone.
