Low water pressure, a partially-closed tap, a blocked inlet filter, or a faulty pressure sensor are the usual suspects.

How to Fix It

Check the water tap.
Locate the cold water tap behind the machine.
Turn it fully counter-clockwise to open.
A partially open tap causes low flow that triggers E12 even when water is technically reaching the machine. -
Inspect the inlet hose.
Pull the machine slightly away from the wall and check the inlet hose along its full length.
Straighten any bends or kinks.
Confirm the hose isn't crushed against the wall. -
Clean the mesh filter.
Turn off the tap and unscrew the inlet hose from the back of the machine.
Inside the connection port is a small mesh filter — pull out with pliers, rinse under running water, refit.
These block gradually and are a frequent E12 cause. -
Check pressure with another tap.
Run other taps in the house to gauge water pressure.
If kitchen and bathroom taps also feel weak, the household supply is the issue — Bosch washers need at least 0.5 bar to fill correctly.

Why does Bosch E12 happen on cold cycles but not hot?
Hot cycles use less water (and fill more slowly while heating) than cold cycles, giving more time for the washer to reach the target level before the time-out.
If E12 only appears on cold or quick cycles, the underlying issue is borderline low pressure or a partly-blocked filter — fast cycles run out of patience first.
Fix the pressure or filter and E12 stops on all cycles.
